I draw your attention to the Shire of York Blog response from Mr. Terry Bull and the “Excerpt from a Press Release” from the hackneyed “Anonymous” nomenclature, dated January 9 and 8 respectively.

I am assuming that both these responses refer to the rather acerbic “Citizen Shame” blog, being an allegorical reference to Orson Welles’ famous movie “Citizen Kane”

Firstly I would like to congratulate Mr. Bull on his in-depth explanation of who several, allegedly, important political aficionados are. It is quite fascinating; however its relevance escapes me.
Maybe Mr. Bull is just suggesting some Liberal Party Demigods descended from Mount Olympus and blessed farmland in Katanning. If that is so, he has every right to advise all and sundry of this miracle.

The reference to Mr. Jim Chown, MLC’s, pastoral newsletter, by Anonymous, also has a fairly nebulous relevance other than the praise for Kate Watts support in organizing the visit. That is until you take into account that the Premier’s and Mr. Chown’s mentioned visit took place in 2011. Given this it should be faint praise indeed.

At that stage Ms. Watts had already been charged with theft from the York Tourist Bureau Inc., had faced court and had her case adjourned several times. This had been shown in the Court Lists and published in the media.

The offending “Shame” photograph is believed to have been taken on or about October 8, 2009, at the York Town Hall with Mr. Jim Chown, Premier Colin Barnett, Councillor Tony Boyle and Chief-Executive Officer Ray Hooper all standing close to the inimitable Katrina Nicole Watts.

At this time Ms. Watts had already spent two years in jail for stealing as a servant.

Just 15 days later Ms. Watts decided to steal around $32,000, being receipts received from the York Jazz Festival, which, officially, has not been held since, along with most other major tourism events.

For three years Ms. Watts refused to admit her guilt. This makes her rather lenient sentence of 10 months jail questionable as she was given “time-off” for being a good little thief and finally confessing 36 months and five court appearances later. So did someone ‘up-there’ help her?

Comments by the judiciary at her sentencing included that “she probably began stealing soon after she was employed” (by the York Tourist Bureau Inc.), “putting money in front her was like placing a box of matches in front of an arsonist” or words of similar effect and that  York’s (the Shire) own financial administration procedures could be questionable.

This makes Ray Hooper’s statement (below) that Ms. Watts “might have been enticed into taking funds”,
by the York Tourist Bureau Inc.-one of the most in incognitive assertions in human history.

This farcical declaration was within Hooper’s letter to the Presiding Judge requesting leniency in Watts’ sentence, on-behalf-of the Shire of York. (Incognitive means destitute of thought, knowledge and recognition).

I now reflect on the comments of two more members of the enormous” Anonymous” family, of January 7, being “I quite doubt Colin Barnett would have had any real or direct interest in the people in the above photo” and “the Premier has to suffer the indignity of anyone who wants to rub shoulders with him”.
Both wrong, but, giving the benefit of the doubt, it might just be the naivety of political newborns.

Unfortunately the photograph was taken(allegedly) at an official Liberal Party ‘Fund Raising’ function and all the guests had been invited to “rub shoulders” with Premier Barnett. As Liberal Party guests, the Premier had a “real or direct interest in the people in the above photo” because they had been specifically invited to meet him and hand over some cash. Obviously this included Kate Watts, who, it is claimed, was the organizational “Belle-of-the-Ball”.

How close is the Government of Western Australia to Katrina Nicole Watts (recidivist thief)? You can be the judge!

Three times she has been singled out for high praise for her electioneering efforts on behalf of elected Liberal Members in their inaugural speeches to Parliament. These can be viewed in “Hansard”, the verbatim record of parliamentary antics. This was all at a time when Watts had already been to jail for two years. (One of those elected is now a Government Minister.)

How close is the Premier of Western Australia to Katrina Watts? One “Anonymous” of January 8, claims to have witnessed Premier Barnett kissing “Katie” Watts on both cheeks. Quite forward and lacking in protocol for him to do this to a stranger! (This was also at a time when Watts had already been in jail for two years and was extremely busy pilfering from York Tourist Bureau Inc. coffers.)

Last but not least, in May 2011 Premier Colin Barnett, hired Dixie Marshall, former Television newsreader, as his Director of Government Media , a euphemism for  Media “Head-Kicker”
Potty-mouth Ms Marshall is one who had no hesitation in calling an ABC journalist a “sanctimonious moll”. Roughly translated it means “pious prostitute”- which is a contradiction in terms. )

Her role is to protect the Premier. So there have been many sanctimonious molls in her verbal gun sights. If she has not advised her boss of Katie Watts nefarious past then she is not doing her $240,000 per annum job, particularly when Jim Chown was praising Kate and Michael Watts
for organizing his and the Premiers’ rural excursion in late 2011.

Draw from these facts, what you will! However would the people of York have Kate Watts closely associating with the State Government and possibly raising funds for it?   David Taylor, former Syndications Manager (Editorial News and Feature Services) WA Newspapers Ltd, York ratepayer.

  1. This function was organised on Visitor Centre time without the prior knowledge of the York Visitor Centre Manager who was away on a Bookeasy conference at the time.

      Excerpt from press release:

      Dear Friends, Last week my staff and I had the privilege of organising and accompanying Premier Colin Barnett on a tour of the Agricultural Region. Regional Western Australia has always been, and will continue to be, a priority for the Barnett Government. I thank the Premier for taking the time to come out and drive around the Agricultural Region with me, and meet with the members of my electorate.

      The two day visit began on Wednesday 15 October with the Premier addressing members of the Katanning community at a function at the Katanning Club. The Premier and I had the opportunity to meet with and listen to a number of constituents and their local representatives throughout the evening, and gained a deeper understanding of local issues.

      Thursday morning saw us visit the WAMMCO Katanning Abattoir. Plant Manager Tony Bessell gave us a personal tour of the facility, including the boning room, which has recently received a $5 million upgrade.............................................

      Special thanks to Kate and Michael Watts, Rick Wilson and Steve Martin, who were all instrumental in the planning of the tour. Without these four people, the trip would not have been such a success, and they all have my deepest thanks and appreciation.

    5. Can someone tell me if the DLG ONLY employ Liberal Party supporters as 'Advisors'? They all seem to have the same smile, is this mandatory?

      It is starting to appear if you are on Council, or a CEO (ex grader operator's suffice in the bush) it helps if you support the Liberal Party - $$$$$$$.
      For starters you receive protection from those you persecute and spread vicious lies about.
      BUT if you 'show proof' and want to 'clean up' the spetic tank the head honcho (Minister) simply 'suspends' (and orders the Shire President to a 'retraining (reprogramming) camp' because he didn't fit the 'due process' format of continuing the persecution.

      I remember something like this happened during WW11

    2. Beven, Ray was never told to leave (other than the 'writing on the road' we all saw in Avon Terrace.) Ray Hooper made the decision entirely by himself. He could have stayed and supported 'his' staff (that he 'cared' about so much) and the Councillors who for questionable reasons decided to renew his contract, even though Tony Boyle promised a number lot of people he would 'get rid of him' (and Pat Hooper).
      How can anyone ever trust Tony Boyle again? He lied to people on more than one occasion. He stabbed his fellow Councillor Pat Hooper in the back and white anted his leader!
      I wonder how his missus copes knowing her husband is a lier, a back stabber and a white ant. Must be difficult.

    4. Several times people painted "Sack Hooper" on the road and the Staff had to clean it the next day. Once they did it on all the pillars of the facade to the Shire Offices.

    1. Nice to see Kate and Michael Watts working so hard to put York on the map.
      Slowly but surely York names are being linked together.
      Did the tour include checking out farms in York to dump metropolitan rubbish on?

    2. Reference the comments about 'the dumping of rubbish', as a matter of interest did anyone come across some meeting notes or documents where Mr Jim Chown, (MLC, Member for the Agricultural Region) was in discussion with Ray Hooper about the SITA proposal?
      (This would be whoever put in the FOI application possibly the AVRA Group or the girls from 40 years of Perth Rubbish?).

    The Premier has to suffer the indignity of being photographed with anyone who wants to rub shoulders with him.

    1. Kate Watts organised the events as she and her father Michael were members of the Liberals. It was a libs fundraiser. She was very friendly with Barnett who I heard in person endearingly called her "Katie" at a tourism function at Parliament house with a kiss on each cheek. Buswell lwas in her mother's wedding party....need I say more

    As if it's not bad enough Ray and Roy wrote to the magistrate but when Kate was finally sentenced, the magistrate ordered 13k restitution to be paid back to the York Tourist Bureau to assist rebuilding tourism.

    But oh no Ray wasn't having that so he threatened legal action and the Ytb had to hand over the money to him. Of course Tony Boyle did nothing to stop him.

    My understanding is that Avon Tourism have requested the money be handed to them to be used on a York based tourism project.

    Michael Keeble promised it would happen but more false promises.

    C'mon Mr Best make a good choice here and don't pretend that dissolving it in our rec centre is going to improve tourism.

      By insisting the YVC hand over the money, Ray Hooper is in contempt of the Court.

      The then Council failed in it's Duty of Care to the Ratepayers of York by allowing their employee to over turn a Court Ruling. Tony Boyle and Pat Hooper were a party to this.

      Where were the DLG 'watch dogs' when this was all happening? Sitting filing their nails and drinking coffee?

      Question for Minister Simpson: Why didn't you act then?

      I suggest Mr. Best send Ray Hooper an account for the $13K. If he doesn't pay, send in the debt collectors.

      Perhaps it's time questions were raised with the relevant body about Pat Hooper continuing as a JP.

    2. What's worse as an Incorporated body they were advised under the Associations act they had to give any remaining monies in their possession to a like minded body or charity. Therefore Ray made them breach that Act as well.

      What did Tony and Pat say about it. Sweet FA.

  16. Yes give it to Avon Valley Tourism and get something happening. $13K won't go far but one thing is for sure, it should not be in the Shire's hands. They did nothing to oversee our money which was stolen in the first place. Graham Stanley ignored all the manager reports, Pat Hooper who was on the YTB committee did nothing either.

    Give it back to the tourism industry. That Ray had some nerve. Tony even worse when he was voted in on a promise he would fix tourism.
