TIME’S UP FOR TONY (Jenny and Brad too)

Another political commentator, the Sunday Times’ State Political Editor, Joe Spagnolo, thinks that the Minister for Local Government & Communities, Tony Simpson, will get a New Year’s ‘shafting’ from Premier Colin Barnett and end up, in disgrace, on the backbench.

Spagnolo thinks that Simpson’s demise is unfair, because it was Barnett’s idea to amalgamate local government councils which has, so far, failed miserably. Spagnolo’s is a simple explanation that is way too simplistic.

Neither, the WA Local Government Association (WALGA) or the DLGC really want to see Local Government Councils amalgamated, even though WA has twice as many than most other Australian states.  They have probably done some major ‘shafting’ of their own to ensure it does not happen.

WALGA loves the fact that it has 139 Local Government Councils to play monopoly with and pretend it is an important cog in the local government administration wheel, except where legal and ethical compliance is concerned. At least one of its past Presidents’ has had accusations of misconduct lodged against him in public, but then cleared of any wrongdoing by the DLGC’s, Brad Jolly.

The DLGC does not want to see a reduction of the numbers it represents that would effectively erode its power base and importance within the state government agency structure. Meaning they would be sent to the back of the restaurant car on the WA Government gravy train. (Unfortunately for the DLGC, that train is about to leave the rails anyway.)

In 2014 the DLGC Director General, Jennifer Matthews was charged with progressing the State Government’s structural reform agenda and formalizing a new ‘Integrated Planning & Reporting Framework for Local Government’. She should now be charged with counts of abject failure through dereliction of duty, and theft of ‘state government monies’ –being her exorbitant salary.

Brad Jolly, the DLGC’s Executive Director of Governance and Legislation (and probity) sits as the Presiding Member of the Local Government Standards Panel while sitting on both hands.

It is insane to suggest Brad Jolly is anything but totally inept. How can it be logically explained that Jolly is the head of panel tasked with dealing with local government councillor misconduct complaints with Perth Lord Mayor, Lisa Scaffidi sitting alongside him. That was, until she was investigated by the CCC. The charges? - serious local government councillor misconduct.

Tony Simpson’s biggest mistake is in believing anything that Matthews and Jolly have told him, and acting on it. When he is shown the door, in March 2016, he should ensure that this non-dynamic duo are in front of him, heading for the exit sign.

Otherwise, if a Labor Government is elected on March 11, 2017, it will be Premier Mark McGowan’s
mandate to relieve two smug, lazy, ineffectual individuals of the duties they have never performed.

  1. Spot on with the DLGC and WALGA being more than content with 139 Local Government to prevaricate over. The fewer Councils, the less power and authority the Department has over them. The West Australian Local Government Association is a mongrel cross between a forth tear of government and a union. There are way too many external influences becoming involved in local Government, purely to justify their existences.

  2. Here is the answer to your budget woes Mr. Barnett!

    Dispense with the DLG all together. Hand all relevant areas of Local Government over to State Government Departments.

    This would save W.A. Tax Payers millions of $$$ a years and local Ratepayers would not be funding a bunch of unqualified locals who use their position to persecute those they don't like!

    Planning/building - W.A. Planning Commission
    Health - Health Department
    Roads - Main Roads
    Rates - Landcorp

    One less Minister...saving $$$$$$
    No more local CEO's, D/CEOS, Human Resource Managers, Planners




    We could still have our Councillors who would prioritise requirements for our Town.

  3. Speaking of Planners, we seem to have lost ours. Mr Beigemeister was the fifth Shire of York planner in as many years. The Shire of York has an atrocious record for high staff turnover, unless of course you belong to a certain clique.

    1. strange how there's such a huge turnover of staff, yet Cochrane has managed to stay for over 20 years, is she the reason there is a large turnover of staff? Sounds highly likely.

    2. The golden rule in business in never work for someone who is dumber than you.
      I believe what is happening is that the competent people who apply for jobs in York start work and realise that the senior management, being Gail and Tyschtsar, are thick as two short planks and are corrupt.
      The new competent staff leave when they realise they will be ridden like ponies and then blamed for the incompetence of the superiors when the shit hits then fan.

      Similar thing happens in the Depot when the latest works manager starts, we are up to number 7 or 8 in 5 years.
      The works manager quickly works out he is not in control of the gang running the shop, he can't get work done and realises he will be blamed for the fiasco that is the Depot.
      That explains why none of the Works Managers have been able to shut the bar and stem the flow of booze into the place.
      The depot is run by a gang of bullies controlled by the senior management, the bullies are a fixture and the Works Managers are transient.
      Christian has seen off the last five of them and my money is on him still being there when the current one leaves.

  5. I too was very annoyed reading Spagnolo's article in the Sunday paper and wanted to send a message that he was talking through his ar.e. There is usually an email address at the end of the article but not his. He needs a wake up call on what is really happening and especially to York.

  6. The planner didn't leave because he wanted to he want to stay he was given his marching orders, he was a quietly spoken capable person, now who do we have to deal with its like a revolving door

  7. I hear Gale's stress levels are escalating exponentially and Tieshars beginning to panic because she realises she will have to do a whole days work every day for five days every week - every week. Going to be a big ask ay!
