THE FAMOUS FIVE ARE AT IT AGAIN......

Relax and enjoy a little light reading......this will put minds at rest.

Now that the month of May is upon us there can be no confusion, this is not
another 'April Fool' story, it really did happen and an extract from Shire
of York council minutes of 17 August 2009 is the embarrassing testimony.

For those potential 'bloggers' who have worried about being pursued to the end
of the earth for expressing a view - fear not - the 'negative use of the internet'
referred to in the Officer's Report from 2009 related to an alternative blog
site ('loosely' based on York townsfolk) which caused much discontent at the
time.

Needless to say, the ridiculous Council resolution recommending operation CSI
York, turned out to be a hopeless flop. In order to understand the mentality, we
have to borrow a phrase from 'four grand a week Graeme' - "No reasonable
thinking person" ...................!

What adds to the irony is that the 2009 blog is still alive and seriously kicking
in the realm of cyber space and comparatively speaking, its content really does
put our current effort in the Enid Blyton category of anti-social behaviour and
threats to the community.

Oh, what an adventure - raspberry pop and lashings of ginger beer all round!

Summary:
Consideration needs to be given to a monetary reward system to combat incidences of vandalism, hooning, graffiti and anti-social behaviour.

OFFICER RECOMMENDATION
“That Council:
1. Authorise a payment of up to $2,000.00 to any person reporting an incident of criminal or anti-social behaviour which results in a conviction for the offence; and
2. Authorise the Chief Executive Officer to request the Court to impose a full cost recovery provision for any conviction for an offence arising from damage or destruction of Shire of York property or facilities.

RESOLUTION 170809

That an amendment be made to the Officers Recommendation with the addition of the following:
3. Authorise the CEO to seek immediate state and federal police intervention and support to trace, identify and prosecute any persons using the internet to defame, libel or denigrate without proof and substance any citizen or employee of the Shire of York.
Advice Note:
While realising that this may be difficult to enforce or enact, the Council believes it should strive to protect those who live and work in the Shire.                                                                             CARRIED (5/1)

The amended recommendation became the motion.

REASON: The Officer’s Recommendation was amended to include the negative use of the internet as it was seen as another form of anti-social behaviour that the Council should seek to protect the community from.

  1. Quite by accident, I happened upon that ancient blog last year when I was looking for the Fitz Gerald Report. Its contents were absolutely scurrilous, defaming in the most horrible way certain mainly female citizens of our fair town. I found especially offensive an allusion to necrophilia.

    It was nothing like this blog, which seeks only to inform and entertain, not to revile.

    But it's still there! That illustrates the difficulty the Shire, Pipers or any other entity would have if they took it upon themselves to try to shut this blog down.

    I wonder if that offer of $2000 still stands? I believe I recently identified a breach of section 85 of the WA Criminal Code. A friend of mine is currently investigating and can already prove numerous instances of 'stealing as a servant'. When the truth is finally revealed, as inevitably it will be, about certain historical issues to do with the sale of property and the construction of a white elephant, I'll be surprised if nothing is discovered that might result in prosecution.

  2. Thanks for bringing to light and reminding the people of York and WA about one of Ray Hoopers 'I'll get you and control you tactics'.
    Ray liked people to think he could bring in the State and Federal Police (and in his mind the Gestapo)! He thrived on ruling by fear! Sad really.

    What the councillors failed to realise was, Ray was getting them to do his dirty work. Mind you, they all relished in their 'ill gotten power' and believed they could stamp on the heads of anyone who disagreed with them.

    Ray should reflect on how how he treated many people while he was in York, all of clause 3 applies to him.

    I recall an ex employee blogged about the way he/she was treated by Ray Hooper, I believe it is called work place bullying.

    Clause 3 in part - to identify and prosecute any person using the internet to defame, libel or denigrate without proof and substance any citizen.
    The interesting thing about this clause is, the original mover of Resolution 170809, Cr. Hooper joined Councillor Boyle in denigrating and defaming residents using emails.

    We didn't see the Feds turn up in York and that particular unsavoury blog is still on the web so it was all huff and puff.

    Does anyone know what the $2,000 was spent on?

      Eventually used or legal advice last year with the intent to pursue the source of this blog...just double that figure though, lawyers are not cheap.

    2. Two members of the depot were bullied,neither work for the Shire any any more, one of the cases was racially motivated, there was a negotiated settlement. At the time Ray Hooper was fully aware but ignored the issues, because of this it cost the ratepayers of York a lot of money.
      The way Ray Hooper carried on or rather failed to carry on, I would be very surprised if LGIS insurance will cover the Shire. If the officers/Councillors act in bad faith the LGIS won't come to the party. be sure about that. Then what, the ratepayers will be picking up the bill yet again.

    3. The sixth Councillor was Tricia Walters and she was relentlessly bullied by those five!
      When the Governor visited York, the Shire President only introduced the five male councillors to him. The rudeness did not go un-noticed by the Governor. When they were boarding a bus for a tour, the Shire President ushered the Governor to board. The Governor stood back and said "ladies first" and help Cr. Walters onto the bus at which time she introduced herself.

  3. You know what I love about this Blog? The truth is slowly being revealed and we don't have to listen to that Gavel being smashed onto the table in anger to obtain it!
    There should have been a show cause notice issued to Presidents Boyle and Hooper by the DLG for: Misuse of public property!

    Pity they Ray didn't use that policy on his own councillors seem to remember a discussion on face book between CR Randell and CR Hooper running a woman out of town, in fact I still have a copy of it. I'm thinking that would fall under clause 3. Authorise the CEO to seek immediate state and federal police intervention and support to trace, identify and prosecute any persons using the internet to defame, libel or denigrate without proof and substance any citizen or employee of the Shire of York.

  6. I read your blog with great interest and a touch of deja vu. If I closed my eyes and re read your blog in my mind, changing a few names here and there I could well be reading about my very own shire located on the southern edge of the Perth metro area.
