Nil Desperandum, Caveat Emptor in Taurus Excreta

I wish to congratulate Dr. James Plumridge on his clinical dismemberment of Minister Tony Simpson’s ‘Show Cause Notice’ commandments conveyed with smug impunity from ‘The House on the Hill’.
I would also like to make mention of the anonymous donor of illiteracy who comments that Dr. Plumridges dissection of Simpsons banal and inaccurate dictum is “dribble”.

Everyone agrees that in a democracy the fool has the right to make him or herself look stupid.

However the word this person could not wrap the interior of their cerebral cortex around is “Drivel”. “Dribble” is when one’s mouth leaks saliva.

The responsibility for the damage to the democratic process which has occurred within the Shire of York Council sits squarely on the shoulders of Minister Tony Simpson and his department of bureaucratic bunglers.

At any given meeting held by this council over the past decade you would have seen little record keeping compliance and anything closely related to good governance practices.

If you love a laugh then attend a meeting of the City of Joondalup Council where at least one councillor refuses to acknowledge the existence of the ethical and moral judgement called “Conflict-of-Interest” despite his efforts being continually questioned in the media.

To cap it all off, the ‘Disclaimer’, which is the preamble to a Local Government Ordinary Council Meeting, reads like an evidentiary deposition by a lawyer at his guilty-clients murder trial.

It suggests that the Department of Local Government and Communities (DLGC) cannot trust what a Local Government Councillor does or says in an open forum.

An aphorism for a DLGC motto is the “Pig Latin” ‘Nil Desperandum, Caveat Emptor in Taurus Excreta
roughly meaning, ‘No need to despair, our mistakes are your problem and we will keep feeding you
Bullshit”.

    1. Agreed. I am at a loss to understand how the complete breakdown in governance and accountability has flowed uphill from the Council and CEO, to the Department and the Minister. The CEO is responsible for the management of the Shire, the Council is responsible for its governance and the CEO, the DLGC is responsible for the scrutiny of the Council and the MInister is responsible for the DLGC and local government in this State. What an abject failure by all responsible with the Minister at the top of the dunghill. However, the Minister is answerable to the government and Parliament, as well as the public of WA. That now has to be the next stage in the long twisting saga of what pretends to be "local government" in our Shire.

    2. Perhaps the reason the breakdown of accountability flowed up hill was because certain councillors and a couple of ex ceo's made sure it was jet propelled up to the Minister. Those responsible have to now live with the damage they caused.

    3. The Minister is most certainly answerable to the Government but who in Government cares enough about what has been happening here to ask any questions of Minister Simpson. Several Politicians (on both sides) have been contacted, not one has bothered to come to York to find out the truth from the people. Politicians 'pseudo concern' only surfaces when they need to maximise votes in an election.
      Mia Davies has been conspicuous by her absence. She won't worry about York till the run up to the next election, then we will see her swanning down Avon Terrace falling all over us for votes.

  2. brilliant response to what? just another useless opinion which wont be taken into consideration when the Minister for LG suspends Council. For someone who use to work at Parliamentary Counsel's Office, you don't make much sense!!

It was a good meeting last night, I would be very interested to know what the Shire of York administration staff and in particular Gail Maziuk motives are for withholding information from the Shire President. Normally, the only reason for a person to withhold information is that the person has something to hide.

  4. I would like to know who told the department the Shire President signed the purchase orders when they had been signed by the previous CEO Keeble, (page 15 Shires response to show cause notice).
    Will the details of the investigation ever be made public? Probably not if its flawed!
    How deeply are the staff involved?

      They all abandoned ship and let down the ratepayers of York.

  6. Suspension will happen presidents with a ego bigger than they think will fall on there sword, good by Council and good bye President and a clean start for York. The love in at the special elector's meeting was embarrassing.

    2. The egos of Boyle and Hooper were so big when they were both Presidents, they fully blocked the road to democracy. There was no 'passing permitted' because Ray Hooper was their escort vehicle.
