HOORAY FOR RAY.

It is official. Local Government Officers such as Ray Hooper and local government nefarious activity as described in an article in The West Australian Newspaper, by Kate Emery, titled “Councils collecting rubbish”, all about robbery, deception, graft, shonky gifts, and council member enforced censorship is entirely the fault of the local government election candidate choices made by WA ratepayers.

The State Government and the Department of Local Government and Communities bear no responsibility at all for the self-inflicted calamities befalling way-too-many Local Government Councils.

This evaluation comes from the very pinnacle of power, The WA Premier, Mr. Colin Barnett.

It is in the Premier’s response to a letter sent to him and the dearly departed Minister, Tony Simpson regarding the appointment of Ray Hooper as the Acting CEO of the Shire of Mukinbudin.

The Premier admits that there is an ongoing perception of some members of the community regarding Mr. Hooper’s tenure as CEO of the Shire of York. (Taken in his context ‘perceptions’ could mean ‘a matter of opinion only’ and ‘some members’ mean- a disgruntled few.)

He goes on to say in particular there has been some disapproval over financial and other decisions made by Mr. Hooper, particularly in relation to projects such as the York Recreation and Convention Centre. (Once again ‘some disapproval’ could mean from a disgruntled few.)

Now here come the best bits.

In the Premiers’ opinion such projects and the budgetary decisions associated with them, were overseen and supported by the elected council members at that time. (The fact that the YRCC was partially funded by his government, through its Royalties for Regions scheme, does not get a mention in accountability. So- obviously such expenditure, now $6 billion state-wide, is not monitored by his government as the Pilbara Real Estate financial fiasco shows.)

The Premiers’ assertions cast a wide discriminatory net, placing a vast cumulonimbus cloud of doubt over the reputations of every York Council Member who served during the time of Ray Hooper. These are Messrs Pat Hooper, Boyle, Scott, Fisher, Deleich, Randell, Smythe, Duperouzel, Lawrence and Walters. Even David Wallace and Matthew Reid were there. Some deserve it, but some do not.

The community itself does not come off lightly either. According to the Premier the elected members are accountable to the voters of their community for the elected council’s governance of that performance.

When you finally decipher what that means it suggests a Barnett Government policy of ‘caveat-emptor’ for ratepayers- insisting you voted for the councillors- you pay the price. Not one mention is made of the $108 million dollar per annum Department of Local Government and Communities which appears to be responsible for jack-shit where local government is concerned.

Now here comes the best ever Pontius Pilate impression. Views expressed to the Premier regarding the need for administrative and financial transparency in Local Government are appreciated but under The Local Government Act, 1995, Ray Hooper’s appointment by the Shire of Mukinbudin is another ‘buyer-beware’ situation. So if you get yourself a lemon?- learn to suck it up!

There are three impressions that you can get from this letter, besides being gold-logo embossed and personally signed, is that the 21-year-old Local Government Act is about as useless as mammary glands on a male bovine and in the end, any robbery, deception, graft, shonky gifts and local council enforced censorship, is the ratepayers fault.

Last but not least is that all the above also applies to the next State Election. So make sure you do not vote for a lemon.

APOCOLYPSE NOW- MUKINBUDIN STYLE.

WALGA’S RAY OF SUNSHINE-Behind the scenes ‘the voices of York’ have been loud and clear in condemnation of State and Local Government bureaucracy in its inability to engage with local communities to establish what their wants and needs really are. Also regarding a regime of Local Government, senior employees with no abilities and ethics who are continually reincarnated by inglorious bastard, finger-in-the-pie groups such as WALGA which make protectionist, militant, left wing union’s look like a church choir. Our community wants and needs are strictly limited to the wants and needs of WALGA’s often incompetent membership. So why bother giving any of these useless bureaucratic departments and agencies a spray? It is because they deserve it, and the day we stop- they have won.

It appears that WALGA in an ersatz Local Government Mafiosi encouraging and perpetuating the lowest standards of officialdom within Local Government Areas, while retaining the highest level of poor quality administration and lack of ethics and morality among your members.

As you can see both Tony Simpson and the Premier have been in the past, and now in the present, made aware of local government community disrespect of the likes of Ray Hooper and by association, WALGA.

The disgraced former CEO of the Shire of York, Ray Hooper, has resurrected himself as Acting CEO of the Mukinbudin Shire.

Two years ago it was reported in the press that Hooper had resigned amid accusations of misuse of a corporate credit card, using improper auditing procedures and engaging in the personal harassment of local ratepayers.

It has been alleged that Hooper left York with a multi-million dollar debt including a new convention centre and Shire-owned tavern in extreme financial difficulty and crumbling assets such as unmaintained and unsafe local roads.
Hooper’s activities were brought to the attention of the Major Fraud Squad and the CCC, but no charges have been laid (nor has he ever been officially exonerated.)

Hooper’s appointment has come at a time when the Auditor General, Colin Murphy, has continuously expressed grave concerns regarding the quality of the financial auditing of nearly 50 per cent of Local Governments in WA and questions have been asked regarding the capabilities of the Minister for Local Government and his department.

Ray’s resurrection!

The only living creature that can survive a nuclear holocaust is believed to be the humble cockroach.

However, there is another great survivor, a humble Local Government love-child named Ray Hooper.


Now this brilliant example of local government administration aficionados’ is the Acting CEO of the

Shire of Mukinbudin

How lucky are the 491 locals who can look forward to his friendly smile, his personal generosity with the Shire’s Corporate Credit Card and getting a postcard when he attends an obscure conference in some Far-North Queensland holiday resort at their expense.

The Mukinbudin Council must have seen Ray’s enthusiastic referee statements from Kalgoorlie, Chittering and last, but not least, York. Then there are all the glowing testimonials in the Fitz-Gerald Report.

I am sure the Mukinbudin’s are mightily impressed with the lovely article which appeared in The West Australian after York’s much-loved leader resigned suddenly leaving the town physically, emotionally- and financially devastated.

Yes Mukinbudin now feels like it has just won ‘Lotto’.

So ring them up and ask to say ‘Gooday Ray’ or drop him a friendly email wishing him well.

He is not wanted by the Major Fraud Squad or the Corruption and Crime Commission. So make him feel wanted by somebody!

  1. As I've pointed out elsewhere, allegations concerning Ray Hooper's conduct as York Shire's CEO were never investigated, which is why he has been neither exonerated nor charged.

    Mr Barnett's government, in the person of former DLG minister Tony Simpson, and senior officials of that department have done their best to bury the truth ever since community misgivings began to emerge. Why they have gone out of their way to protect Mr Hooper is a question only they can answer.

    I'm sorry to see our premier, a man for whom I have considerable respect, throwing more dirt on the grave.

    The implication in his letter that only a few members of the York community have found fault with Mr Hooper's conduct in office is simply laughable. He must have listened to the wrong people. Perhaps he should have kept up with the blogs and studied the Fitz Gerald Report.

    Our present Council, for reasons not easy to fathom, seem to have washed their hands of the matter. Don't lapse into complacency, councillors - it won't go away.

  2. Ask yourself one question, why did Ray Hooper resign?

    He resigned because he knew the net had closed in and his thieving ways had come to the attention of the new Shire President.

    Any reasonable person in Matthew Reid's shoes would have investigated complaints about a thieving lying toe rag like Ray Hooper, he'd be stupid not to or it would be his neck on the block.

    Instead of investigating Ray Hooper, the Department decided to hang an innocent man, why?

    Because the Department is full of individuals of Hooper's ilk, lying, cheating, back-stabbing, conniving, corrupt deviants and to top it all the Department was headed by a Minister who was a retard.

    I'll go one step further and name Brad Jolly as probably the most corrupt senior public servants in the State, he wanks on about probity but he wouldn't know what probity was if he was beaten around the head with it.

    That lanky streak of piss David Morris is nearly as bad with his fraudulent corrupt conduct when writing his hopelessly flawed report for shit for brains Simpson.

    Then we Jenni Law another dull corrupt individual totally oblivious, or so she says, about the goings on i York over the past decade.

    And finally the queen bee Lady Matthews herself. What a bitch she's turned out to be, an incompetent one at that, she's supposed to be a lawyer for f***s, which when I think about it makes perfect sense as she's the shyster of all shysters.

    Our beloved Premier Colin the twat is well aware of this as you've so eloquently pointed out but he.s to f*****g stupid to do anything other than what his corrupt public servant advisers tell him.

    So what chance have we got?

    1. Mick Fanning, the reason they hung the innocent man was - too many people had dirt on each other. Did RH have dirt on those who instigated the public hanging? You bet he did. All those arse holes involved in council here for years had something on another person and they were shit scared if they investigated RH he would take them down with him.

  3. When you think about the level of corruption, nepotism and cronyism at LG level and then at State level, it boggles the mind as to what it must be like at Federal level. Everyone knows and says "All politicians are corrupt," but unless you've lived it and/or followed a story such as York's closely you'd really have no idea.

    "Closely," is the key word. Many York locals know things have been a bit iffy around here, but the majority have no clue really how bad things got or why. That is why these people get away with it. Apathy and ignorance from their constituents.

  4. The premiers spot on, how can it be any other way! We vote them and they mess it up. Problem is David there is very little the ratepayers can do even if they wanted to, when things go of track who steps in?????? certainly not the DLG.

    I was told residents of Chittering put up signs on their fences stating: HOO ROO RAY..... when he finally left there.

    'Someone' in York provided a gentle hint to council by writing 'SACK HOOPER' across Avon Terrace in very large bright yellow letters. Such was his popularity.

    I rarely agree with the Premier these days, however, In this instance I do - ' According to the Premier the elected members are accountable to the voters of their community for the elected council’s governance of that performance'.

    Now we have it from the Premiers mouth, the Ratepayers of York should demand Messrs Pat Hooper, Boyle, Scott, Fisher, Deleich, Randell, Smythe, Duperouzel, Lawrence and Wallace take full financial responsibility for the mess they swept us into. They WERE THE FOOLS who employed Ray Hooper, allowing him to take control and bully people and THEY continued to renew his contract against public opinion.

    Cr. Walters has nothing to answer for, she attempted to stop the fool hardy spending on the YRCC. She asked for the Whole of Life Costing and Business Plan (neither were provided and probably still don't exist) and was treated appallingly by her male counterparts.

    Cr. Reid performed a miracle - Ray Hooper resigned. Cr. Reid was then crucified for his miracle by Local Government bullies.

    I am shocked the Mukinbudin Council employed him. All they had to do was come to York for coffee and talk to the locals in the main street.

    1. Crap, what do you mean "Cr. Walters has nothing to answer for"? She was a Councillor with access to records enabling her to inform herself. Why didn't she 'blow the whistle' when she was in the position to?

    2. I have been reading the comments and ask how many of you have walked in Cr. Walters shoes?

      Many know she was bullied by the immature boys on council. I say boys, because that is what they were, and still are. Men of that age rarely change their behaviour, bullying is second nature to them. They are gutless on their own and need to work in packs to achieve their goal.

      The code of behaviour towards residents during their time on council was was not dissimilar to that of the under world. Threatening, bullying and using their misguided power to destroy lives.

      Our Town lost Saints Diner because of these people. Many residents sold their homes and left York, taking their expertise, money and talents with them. All because of these despicable bullies.

      As Anonymous19 October 2016 at 16:55 said, Cr. Reid blew the whistle and he was crucified.

    At the next election, I hope Ratepayers are smart enough not to vote for any of the surnames mentioned in David's article above. To make absolutely sure we get untainted mind control on council, do your homework and don't vote for any of their friends/associates either.

    There's some highly intelligent/educated residents here who chose to make York their home and It is time they were allowed to have some say in the direction their Town takes.

    I am utterly sick of certain families believing 'they' run York and I am sure many share this feeling. These families had their chance. They ran a cloistered Town for years, made some terrible mistakes. The worst being the employment of the most detested CEO ever in the history of this Town.

    York is now bigger than the 'family owned town' it used to be. It's grown up and no longer needs or wants to be dictated to by these people - people who seem to have so little self worth they only feel important if they are in control.

    I moved here many years ago and have concluded these controllers are very like a sect. They must be in control.

    People who seek to control have low self esteem.

    York needs new blood on council, people who genuinely care about the community.

    We are sick of the people who use their 'name' or family history to take over the council. These people did not have the qualities needed to govern with common sense. This was proven by their support for Ray Hooper.

    Given the running interference from the sidelines by one person in particular who rules from the shadows, this problem goes back further than the names above.

    1. The only way to stop a take over by these bastards is to do a DNA test for prospective Councillors.
      Start doing your homework now to find out who they associate with, this will provide identification of likely stooges/puppets.

      The next council election will make or break this Town.

    2. Can someone tell us why do these ''old York families' think they own York? Do they have such low self esteem that controlling peoples lives and being in power is all they have.

      I remember years ago, someone working in St. George'sTerrace telling me they loved reading Inside Cover. York was featured fairly regularly at the time. They said moving to York to live must be like moving to the Smokey Mountains.

    3. I loved those cartoons Inside Cover did on York.

      One of the staff told me Ray Hooper spat the dummy every time a new cartoon appeared.
      I collected them all and the articles that went with them.

      Wish I could draw cartoons. I would do a farewell cartoon of Ray Hooper with everyone lining the streets clapping and cheering.

    5. York was systematically destroyed by Ray Hooper in his insatiable desire to control everything and everyone. Councillors people trusted, willingly fed his desire and enjoyed watching the collateral damage.

      It is going to take time to repair the damage.

      The first and most important step is to make sure none of those involved in the Hooper era have the opportunity to return to Council. Those Councillors have cemented their names in our History as being the worst elected members this Town has ever experienced.

    1. Lets have a cartoon of him instead. I used to love seeing the cartoons in our local paper and on the blog - bloody clever cartoonist.

      I noticed the local paper York & Districts Community Matters has handed over bound copies of it's paper to the York Archives. Generations to come will be able to read the truth about what these bastards did to people here.
