FROM RV TO RRV


RV means Recreational Vehicle and RRV means Ross River Virus and herein lies a tale- this financial year will mosquitos descend on York’s muddy, polluted waters like they would on a varicose vein? They did in a short time in 2017 with allegedly six (6) RRV cases reported.

But firstly here is a review of some ‘not-so-wise-words’ from CEO, Paul Martin, who may suffer from tinnitus, myopia, RRV, misunderstanding of the written word or has graduated with ‘Torus Excreta Honours’ in Public Service ‘avoiding serious issues’ classes.

Within last month’s Council Meeting agenda he was asked the legitimate question of what engineering qualifications did the former Executive Manager Infrastructure and Development, Bret Howson, have?

Mr. Martin’s response was to direct the questioner to www.howson.com.au to view his ‘management capabilities and experience’.

Howson’s management skills and experience was not the question- it was did Howson have verifiable documented evidence that he had reached the status of a professional practitioner of civil engineering?

It is believed the real answer is NO! and this fact becomes even more pertinent when you find that Mr. Martin recommended him as such in a memorandum to Councillors two years ago.

Mr. Howson’s glitzy web address is Howson Management created by the team from “Brandicoot” an  unfortunate title for a web designer. Coot has the synonyms dullard and old fart!

Howson specializes in design, asset and project management, strategic planning and marketing and has recently spread his expertise into the Northern Territory and South Australia. Lucky them!

His team is currently providing a seamless design, creation, management and eventual celebration for the Gunbarrel Highway, 1,000 kilometres North-East of York, at Wiluna . Lucky us!

Did he arguably provide, create and bring to successful fruition positive designs, assets, plans and marketing strategies for York to celebrate while an employee of the Shire, temporary or permanent – Not that anyone is aware of!

Were qualifications mentioned within the promotional ‘Brandicoot’ rhetoric?-none!

The second major issue is the pessimist’s proverb ‘believe only half of what you see and nothing of what you hear’- or READ.

Mr. Martin supposedly employs staff to act in the best interest of the Shire of York Council on behalf of the ratepayers.

It is incumbent on the CEO to ensure that these staff members have ALL THE QUALIFACTIONS NECESSARY to undertake their duties to the standard required by ratepayer and community expectations.

To suggest that anyone should source their knowledge of an employee’s actual professional prowess from their promotional website is farcical.

It is like saying that the Big Four Banks promotional advertising campaigns are true and correct in every way- when it has been proven beyond any reasonable doubt that they are having a lend of those who they lend to. And you keep on paying bank fees after you die.

Mr. Martin’s assessment of Mr. Howson’s engineering prowess has probably caused limitless financial damage to local ratepayers.

Just a quick calculation puts it at $500,000 without the costs of rectifying the alleged damage and what he was paid while doing it.

And now comes the RV’s

At February’s Council meeting Mr. Martin (the responsible officer not anybody else ) was tasked with developing and implementing a new or improved site for Grey Nomads and their self-contained travelling apartments.

Anyone who comes to York willingly, indeed any inland town which is not on the blatantly incompetent WA Tourism Commissions promotion radar, should be encouraged.


An advisory suggests that any revised RV location was a toss-up between the areas of land known as Mongers Reserve, a flat well drained stable area between the Coffee Carriage and Balladong Bridge or the loam based, poorly drained smaller parcel of land next to the York Croquet Club, on the Eastern bank of the river Avon.


For reasons known to their hip-pocket nerves it appears that the newly established York Business Association may have gotten involved and taken umbrage to the idea of relocating the RV Park from Avon Park without paying heed to the alternatives.

Allegedly, some in a fiscal funk fired email shots to every caravan club in WA advising that Council planned to put an end to RV’s using Avon Park in the mistaken belief there would be no RV facilities at all.

Mr. Martin’s (the responsible officer and no-one else) unbelievable recommendation was a $80,000 RV project next to the York Croquet Club that remains a washout rather than the Mongers Reserve site that would have cost just $30,000 and now probably be open and operational.

It should all have been finished on June 30, 2018.

Obviously, Mr. Martin has had to seek some approval, including a licence for land use from the Water Corporation regarding the Eastern swamp as the “Rivers Edge Club Med project”.

Has this happened?-who knows. Maybe the Gross Pollutants Traps and other large drainage pipes to prevent water flowing down from the cemetery to leave big brown stains in the river are not there yet?


In fact, they are not- and most of the earthworks completed have completely disappeared into the Avon. Maybe the whole lot of it- earthworks and seal $25,415, Kerbing (otherwise known as curbing) $12,875, drainage $9,000, landscaping $12,670 and lighting/services $20,000 will end up in a watery grave.

So far it appears that around $70,000 has already been washed away- leaving just $10,000 to pay for $79,960 worth of earthworks, seal, curbing, drainage, landscaping and lighting/services.

Once again it seems there is another stuff-up on a different day. Currently this project is a GROSS MUNICPLE MONEY TRAP which could well cost double the original projection-maybe more.

And the Shire of York is rapidly descending into bumbling, stumbling, fumbling mess which its ratepayers do not deserve and should not tolerate.

Mike Nahan, the Opposition Leader says that the print media such as The West Australian have lost reader interest and therefore community relevance.

Social Media has, in a way, taken its place and must be responsible.

Harsh criticism is not what Social Media should be all about. It suggests exaggeration and being too severe and unpleasant.

Unfortunately, in the Shire of York’s case in particular, with the CEO and President there are way too many unanswered questions, far too much money being spent and far too many muddy ponds of brackish water in town- without a legitimate answer.

If they feel that Too Harsh a Treatment Feeling, get used to it or actually do something positive that all of York can applaud.

What should happen if you get a dose of RRV from York’s black lagoons, send a copy of your medical bills C/O the Shire of York and Howson Management

I believe there has been an internal investigation into the activities of Bret Howson in particular the tender advise he gave when the shire changed a design and construct tender with all risk to the contractor into a construct only tender all risk to the Shire. He then helped himself to the design and supervision of the works. The cost of the claims and variations that arose due to poor design are yet to be counted and the works are obviously sub standard with little or no drainage built.

    The CEO Paul Martin has much to explain, i believe cronyism is outlawed in our state.

    2. This appears to be a criminal act, known in the industry as tender procurement Fraud. Insider trading is another description rate payers would be aware of.
      Perhaps it is time the CCC were called in to investigate this whole sordid affair.
      Sadly the Council are playing the three wise monkeys and the CEO is implicated so we don't expect the initiative to come from any of these individuals.
      We are disgusted with the years of negligence and corruption that we have endured.
      We are not an isolated case, read the main stream news and you will see it happening all over this state.
      It will continue if we the ratepayers continue with apathy and ignorance, stand up and fight for justice or wallow in the mire.

  4. The mozzies are breeding fast, lots of little black wrigglers in the standing water around town. That big lake thing they built next to the day care centre is gonna cause some grief with the little ones. Poor souls, its the sort of thing you expect in Bali not a civilized place like this. Whos the health officer round this town has he got a clue or not.

  5. Another terrifically genius article sir. I applaud you. Now, an applaud to our shire from the community could well be conceived from firstly actual open communication and legitimate consultation. Even the shire's social media outlet can be seen as incompetent in it's ability to deliver accurate accounts of facts and seemingly deliberately incompetent in relaying answers to questions asked,and so directly giving passage to negativity onto itself. It's never to late to improve some things, even public opinion can sway, possibly not from words spoken but certainly as a result of actions taken.

  7. I contracted Ross River (transferred by mosquitos) after the Feb floods last year. As it has to be reported to Government by GP's the stats are available to the public. It seems 5 other people in York got it too. Prior to the floods there were no cases here.

    Mine has now developed into Fibromyalgia which on some days is totally debilitating as is RRV.

    made aware. Nothing has changed since.

    Mosquitoes are not the Shires fault. Avoidable multiplying factors though can and should be managed.

    2. Maybe so, but the york shire certainly don't do anything to prevent it, only builds new lakes in town to encourage more mossies.

    3. The new ponds in town are an exercise in wealth redistribution.
      The grossly overpaid CEO employed a grossly overpaid mate to bundle up our rates money into large work packages that were handed out to buddies in the industry.
      In this case Stabilised Pavements Australia were handed millions of dollars in work to build sub standard infrastructure designed by the CEO's mate.
      The net effect is all the money leaves the town, none of the local businesses get a look in.
      When he has finished lining his pockets the CEO will move on to a new host and the process will be repeated.

      All done with the blessing of our bloated Shire President David Wallace.

      Time to hold these people to account.
      Come to the shire meetings and ask these men why.

      Its called democracy and it relies on people being engaged in their governance, otherwise history will repeat and the bad guys win again.

  8. That is sad news Tanya, your health is important to us all.
    Nobody can doubt the concerns confirmed cases of RRV in York raises.
    One would think thay draining stagnant water would be the first course of action in mitigating this risk.
    The shire has exacerbated the risk by ignoring town drainge for so long despite plees from the community and endless promises from the management.
    Now the CEO is trying to defend his choice of strategy, employing an unqualified mate to design pondage and cysterns to trap water in town.
    Come to the OCM and ask him why, his answer may be a little evasive but the minutes of the meeting are recorded for all of history and will provide reference for future genetations.
    Paul Martin will be a well known identity in the years to come, along side James Best.

    1. I'm sure if anyone contracts RRV in the vicinity of Avon Terrace lake they will have the sense to sue the Shire and Paul Martin personally for his total disregard for the community, in favour of advancing his own lucrative bureaucratic employment interests.

  9. I note in the August OCM agenda that the CEO is now admitting they have no final drawings for any of the roads in Tender 01-1617.
    Yet on the 24/3/17 they issued Howson Technical with Order Number 3140 for the sum of $12644.50 for Final Drawings for all of the roads in the tender.
    Interesting Howson Technical had invoiced for these final designs on 16/3/17, via 7 separate invoices, one for each road, presumably to avoid the need to get quotes as required in the procurement policy.

    This is corruption through and through

    They paid a consultant a large sum of money for something that was never received.

  10. Checking the April 2017 Financials shows Howson Technical was paid a lump sum covering all of the invoices, in keeping with a single order number.
    The financial report appears to show a single HOWSON Technical invoice number HT03171. This is deceptive because the actual invoice numbers are HT0317-2100, HT0317-2099, HT0317-2098, HT0317-2097, HT0317-2096, HT0317-2101, HT0317-2095 each of which refers to a separate road. The invoices do not reference an order number, primarily because it was created a week after the invoices were issued. Yet the Shire order number clearly states ANY INVOICE WITHOUT AN ORDER NUMBER WILL NOT BE PAID.
    If the drawings do not exist why was he paid.
    If they did exist they would have been issued to the contractors and a copy would readily be avaiable.

      Can the Council call in the CCC or are they gagged completely ?

    Corruption and Crime Commission head John McKechnie has warned that WA councils are plagued by mismanagement and corruption and has called on the State Government to intervene to save ratepayers.

    The warning came after the CCC delivered a damning report on the operations of the Shire of Exmouth, recommending two former senior officials face criminal prosecution.

    Figures from the CCC show a surge in complaints about serious misconduct at WA councils, particularly in regional areas.

    “We have got serious issues with local governance outside the metro area,” Mr McKechnie told The West Australian.

  14. The works coordinator was hand picked by Howson who needed to be the only person in the shire management that knew anything about outside stuff.
    The CEO is a fool and with Crewe, Rourke and Murray down the road he only had to employ the gardener to run the works crewe and he was home and hosed.
    Thats why he was invoicing the shire for over 100 hours per fortnight, nobody could challenge him even though the plebs only get paid for 76 hours per fortnight.
    Ray Hooper had a great philosophy, make sure you only employ unqualified idiots, they are easy to control.

    Seems Howson went to the same truck drivers school of lader climbing as dear old Ray.
    Both of them scaled the heights of CEO from lowly unqualified origins.

  16. I know for a fact that Andrew Crotty was not earning even half of that amount mentioned plus he had to pay for his own accommodation. I will leave the "fools" comment for others to evaluate.
